Can I Import Marijuana Seeds to the U.S.?

According to the Controlled Substances Act (CSA) the term “marihuana” means “all parts of the plant Cannabis sativa L.,” But “marihuana” does not include “hemp” which is defined as cannabis plants, “including the seeds thereof,” with a THC concentration of not more than 0.3% and specifically includes “the seeds thereof.”
