On January 16 , Florida NORML chapters will head to Tallahassee (Florida Capitol, Third Floor Rotunda) to lobby for marijuana legalization to include home cultivation, cafes, cultivation centers, and fair and equitable business entrance fees.

Under state law, CDTFA collected both a cultivation tax and an excise tax. These taxes were not collected from cultivators and retailers as one would expect, but instead from middle-men distributors, making collection and reporting a huge mess. Essentially, the cultivation tax was wiped off the books starting July 1, 2022.

Only two months into the 2019 legislative session, with 45 NORML Lobby Days on the books , legalization proposals are swiftly moving forward in states across the country. Virginia continued to make improvements to their medical cannabis program, passing four bills unanimously despite a reform-hostile General Assembly.

The tax structure approved by county voters in 2018 sets a four percent tax on gross sales revenues from cannabis cultivation, as reported every quarter to the county Treasurer-Tax Collector by the growers themselves. That “self-reporting” has led to some loss of tax revenues, county officials say, though they don’t know how much.
