With a little more than two months before recreational-use cannabis sales are expected to start, the New Mexico Cannabis Control Division issued an emergency rule change that doubles plant limits for cultivators. The emergency rule change, which went into effect last Thursday, increases the maximum amount of mature cannabis plants for producers from 10,000 to 20,000.

An ordinance amendment allowing adult-use retail cannabis sales in Napa is headed toward the final step of Napa City Council approval Tuesday evening. Napa currently only permits medical sales of cannabis, which means customers are required to have a physician-approved medical card to purchase cannabis products. Under adult-use retail rules, anyone age 21 or older can purchase cannabis products by showing identification.

It’s reasonable that law enforcement agencies around the world want a way to test whether someone is too impaired by cannabis to drive. The problem is they cannot produce a reliable version of a marijuana breathalyzer. A recent study from Australia found that testing the levels of THC in blood and saliva is not a smart or accurate way to determine impairment.
