In the months after Washington voters approved legalized marijuana in 2012, Clayton Mosher, a sociology professor at Washington State University Vancouver, noticed what he believed to be unnecessary safety concerns. One of the chief concerns following the 2012 vote was that easier access to the drug would lead to more motor vehicle crashes. In 2016, 110 Washington drivers died while under the influence of the drug, according to a 2018 report from the state Traffic Safety Commission.

Thousands of state-licensed and regulated businesses lack access to the banking industry and are unable to accept credit cards, deposit revenues, or write checks to meet payroll or pay taxes because federal law discourages financial institutions from engaging in such partnerships. It also places the safety and welfare of these business’ customers at risk, as they must carry significant amounts of cash on their persons in order to make legal purchases at retail facilities.
