Aug. 3—CANNON BEACH — There was consensus among city councilors Tuesday night to impose time, place and manner restrictions on psilocybin businesses. Oregon voters approved Measure 109 in November 2020, which allows psilocybin to be manufactured and delivered to state-licensed service centers, where the drug can be dispensed to people 21 and older. The measure passed in Clatsop County 55% to 45%.
