In April 2023, Delaware became the 22nd state to legalize recreational cannabis with the passing of HB 1 and HB 2. Possession of up to an ounce was decriminalized, and plans are underway to open dispensaries statewide.

In Texas, the House Committee on Criminal Jurisprudence passed a marijuana decriminalization bill out of committee this week.

There is no adult-use market, thought several cities have decriminalized possession. Several cities have decriminalized cannabis possession, but this is not statewide. But the law required the medical program to be overseen by a governor-appointed board and there was no legal access to cannabis, so no patients were ever served.
