California has no uniform marijuana policy despite voter-approved initiatives that have legalized medicinal and recreational cannabis. There is no mention or discussion of Attorney General Brown’s 2008 Memorandum. The guidelines do not distinguish between “ collectives,” “cooperatives” and “ Chapter 22 cooperative associations.
