Representatives Earl Blumenauer (D-OR) and Ed Perlmutter (D-CO) have introduced legislation to allow state-legal marijuana businesses to apply for COVID-19 benefits through the Small Business Administration. Currently, the SBA is prohibited from engaging with cannabis businesses due to federal marijuana criminalization.
Senate lawmakers have passed legislation, SB 420 , permitting state-authorized patients to home cultivate cannabis for their own personal use. Currently, qualified patients are only permitted to obtain medical cannabis from a limited number of state-licensed dispensaries. The bill now awaits further action from members of the House.

An estimated 6,500 patients are authorized with the state to access medical cannabis via one of the state’s four operational dispensaries. In 2018, lawmakers passed legislation to raise the cap on the total number of dispensaries statewide.
Nearly 70 percent of voters decided in favor of the ballot Measure (Measure 26) last November, which allows patients to either obtain cannabis from state-licensed dispensaries or to grow it themselves.

New Hampshire House lawmakers today approved legislation, House Bill 1648 , eliminating criminal and civil penalties for activities involving possession and home cultivation of personal use quantities of cannabis. Legislators passed the bill by a veto-proof majority, voting 236 to 112 in favor of it.
It also expands the variety of cannabis formulations that may be possessed by patients and significantly increases total number of state-licensed dispensaries that can operate in the state. Provisions in the bill open the program to those suffering from chronic pain, among other newly eligible conditions.
