On April 7, 2021, Virginians rejoiced as Gov. Northam (D) signed the Cannabis Control Act (CCA) into law. This law positioned Virginia to be the South’s first adult-use (i.e., recreational) state, with a Jan. 1, 2024 launch date for its first-ever retail sales. In preparation, the CCA established a framework for cannabis business licensing, cultivation, manufacturing, distribution, testing, and adult-use retail sales that would be regulated by a newly formed Cannabis Control Authority.

Nationally minded cannabis businesses face tough choices about where to operate in light of significant financial headwinds. At least three national cannabis companies have either departed the California marijuana market this year or are planning to shutter facilities in order to save on costs – the latest signal that profits are not exactly free-flowing for the industry in every U.S. state.
The Denver Post reports. A cannabis beverage business will pay $45,000 in fines after breaking rules at Denver’s Mile High 420 Festival held in April. The violations resulted in a $15,000 fine. An additional $30,000 will be held in suspension for a year, in case of future violations. Denver Packaging Co., which also operates as Keef Brands, admitted to seven violations on April 20, including unlawful acts, packaging and labeling, according to city documents issued Thursday.
