The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) regulates the province’s liquor, gaming and cannabis industries, including oversight for liquor sales, service and manufacturing; gaming employees, products, events and operations; and retail cannabis stores. The LGCA also is in the process of integrating the regulatory responsibilities of the Manitoba Horse Racing Commission into its mandate. We strive to serve the public interest by regulating these industries in a respectful, impartial and balanced manner.

The LGCA is seeking an experienced policy development professional. This position is part of the organization’s Communications, Policy and Research Department and is responsible for policy analysis and development initiatives.

Qualifications:
The successful candidate must have:

  • A university degree in political science, public administration or a related field; and three to five years of related experience, preferably in the public sector. A combination of education and experience may be considered.
  • Strong oral and written communication skills to convey and produce complex materials for a variety of audiences.
  • Well-developed political acumen, and strong interpersonal skills to foster positive collaboration and build strong working relationships with internal and external stakeholders.
  • Well-developed analytical, problem-solving and decision-making skills to analyze regulatory requirements and to develop policy alternatives and recommendations.
  • Strong attention to detail, and knowledge of and adherence to best practices in policy development.
  • Knowledge and experience interpreting legislation, regulation, policies and procedures.
  • Organizational and project management skills to balance competing priorities and manage projects simultaneously while achieving high-quality results.
  • Demonstrated ability to work independently and in a team environment.
  • Proficient computer skills and expertise using Microsoft Office Suite.

The following qualifications are desired:

  • Experience working in the liquor, gaming or cannabis industries or with a regulatory agency.
  • Proficiency in French.

 

Duties:
The Policy Analyst position is responsible for policy analysis and development initiatives to achieve legislative aims and meet strategic, corporate and departmental goals. Working closely with the Senior Policy Analyst, the incumbent is responsible to conduct policy research and analysis to inform the development of internal, operational, and regulatory policy instruments. The work of the policy analyst directly informs the LGCA’s corporate activities as it relates the regulation of the liquor, gaming, cannabis and horse racing industries in Manitoba. The policy analyst, as a member of the communications, policy and research department, works collaboratively to develop internal policies that support solutions to improve operational processes and improve efficiencies. The incumbent also provides support to corporate responsibilities related to the Freedom of Information and Protection of Privacy Act and The Regulatory Accountability Act.
