HB4513 proposes 2-word change for R3 geographic jurisdictions
Today, Representative Cyril Nichols introduced House Bill 4513, which would add two words to the Cannabis Regulation and Tax Act. HB4513 would add the words “or county” when describing the geographic jurisdictions in Illinois that include a Restore, Reinvest, and Renew Area.
Currently, the law states, “Eight public officials of municipal jurisdictions in the State that include an R3 Area.” The “or county” addition would broaden the geographic jurisdictions to include more representative candidates for the eight public officials chosen for the Restore, Reinvest, and Renew Program Board. The Restore, Reinvest, and Renew (R3) Program utilizes revenue from adult-use cannabis sale to fund grants to organizations in communities hardest hit by gun violence, unemployment, and the criminal justice system’s failed war on drugs.
R3 was created through the legalization of adult recreational cannabis use in Illinois. Program funds are used to reduce gun violence through intervention and prevention, improve re-entry and diversion services for people involved with the criminal justice system, provide access to legal representation and advice, encourage investment and economic growth, enhance youth development, and support programs that improve the social determinants of health.
The summary for HB4513 states that the amendment, “Provides that within 90 days after the Restore, Reinvest, and Renew Areas have been designated by the Restore, Reinvest, and Renew Program Board, the Board chair shall appoint 8 public officials of municipal or county (rather than municipal) geographic jurisdictions in the State that include a Restore, Reinvest, and Renew Area to the Board.”
