The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) regulates the province’s liquor, gaming and cannabis industries. We license liquor sales, service and manufacturing, gaming employees, products and operations, and retail cannabis stores. We strive to serve the public interest by regulating these industries in a respectful, impartial and balanced manner.

The LGCA is seeking a highly motivated individual to work within the Charitable Services Department, which is part of the Operations Unit. This department provides licensing services charitable organizations and First Nations.

Qualifications:
The successful candidate must have:
• A degree in business or public administration with 3 – 5 years’ experience in a senior administrative role, preferably involving public sector and regulatory functions. A combination of education and experience may also be considered.
• Experience in the research and assessment of applications and policy.
• Knowledge and experience interpreting policies, procedures, legislation and supporting regulatory standards and requirements.
• Strong written communication skills to prepare letters, high-level reports, policy recommendations and public information materials.
• Excellent communication and interpersonal skills with experience establishing effective working relationships with staff, clients and stakeholders.
• Strong analytical, critical thinking, problem solving and decision making skills to review and approve a variety of applications and client requests.
• Effective time management and organizational skills to manage multiple work demands, prioritize, meet deadlines and respond to new initiatives.
• Demonstrated political acumen and sensitivity in dealing with diverse clientele.
• Demonstrated ability to work independently and in a team environment.
• Demonstrated ability to provide functional supervision and training to team members and stakeholders.
• Proficiency with Microsoft Office Suite and specialized databases [eg the Regulatory Management System (RMS)].

The following qualifications are desired:
• Proficiency in French.

Duties:
The Licensing Advisor is responsible for processing and approving gaming applications for the Charitable Services Department of the LGCA. This department provides licensing services to charitable organizations and First Nations. Duties include ensuring all required documentation has been submitted, researching applications, approving and making recommendations, and providing information on licensing requirements, policies and procedures to clients, stakeholders and the public. The position also monitors compliance with Licensing Terms and Conditions, as well as provides functional supervision to team members.

• An eligibility list may be created for similar positions and will remain in effect for 12 months.

• Satisfactory work performance in the preceding 12 months is required.
• A satisfactory Criminal Record Check is a condition of employment.
