The National Seed Institute (INASE) will carry out a survey of the Argentine genetic varieties of the Cannabis sativa L. species.
The investigation was promoted through Resolution 140 of the Ministry of Agriculture, Livestock and Fisheries, in charge of Luis Basterra. Likewise, the Ministry requested that the varieties be identified, characterized and eventually registered.
Meanwhile, according to Agrofy News , INASE was also authorized to sign agreements with technological and research organizations to evaluate the quality of the identified seeds.

Thus, the Cannabis sativa L. species was chosen for its high environmental adaptability and for its potential for regional development.
What is the ultimate goal of this survey? Promote the medical cannabis and industrial hemp industry, in line with the initiatives that the Executive Power sent to the National Congress in recent times.

HAVING SEEN the File N ° EX-2021-59711530- -APN-DGD # MAGYP of the Registry of the MINISTRY OF AGRICULTURE, LIVESTOCK AND FISHERIES, the SINGLE CONVENTION OF 1961 ON NARCOTICS OF THE UNITED NATIONS and its amendment, Decree-Law N ° 21,671 and concordant, Law No. 27,350, Decree No. 883 of November 11, 2020, Joint Resolution No. RESFC-2021-5-APN-MS of April 28, 2021 of the MINISTRY OF HEALTH and the NATIONAL INSTITUTE OF SEMILLAS (INASE), a decentralized body in the orbit of the MINISTRY OF AGRICULTURE, LIVESTOCK AND FISHERIES, Resolution No. RESOL 2021-288-APN-INASE # MAGYP of June 11, 2021 of the aforementioned National Institute, and
CONSIDERING:
That the President of the Nation, in his opening message of the HUNDRED THIRTY-NINTH (139) session of the HONORABLE CONGRESS OF THE ARGENTINE NATION, on May 25 of this year, made reference to Cannabis indicating that “(…) it has properties highly useful for medicinal and industrial purposes, the global medical cannabis industry will triple its turnover in the next five years; the project foresees the use of the crop exclusively for industrialization purposes for medicinal and industrial use ”.
That Article 2 of Law No. 27,350 approves the National Program for the Study and Research of the Medicinal Use of the Cannabis Plant, its derivatives and non-conventional treatments, within the orbit of the MINISTRY OF HEALTH.
That through Decree No. 883 of November 11, 2020, regulating Law No. 27,350, actions were established for the regulated authorization of the use for medicinal purposes of the Cannabis sativa L. plant and its parts and / or derivatives.
That by means of the message from the HEAD OF MINISTERS ‘CABINET, dated June 15, 2021, the draft bill referring to the regulatory framework of the chain of production, industrialization and commercialization of the cannabis plant, its seeds and their derived products for industrial and / or medicinal use.
That Article 28 “Control of cannabis” of the SINGLE CONVENTION OF 1961 ON NARCOTICS OF THE UNITED NATIONS and its amendment, establishes in its second paragraph that, “This Convention shall not apply to the cultivation of the cannabis plant exclusively intended for industrial purposes (fiber and seeds) or horticultural ”.
That the INSTITUTO NACIONAL DE SEMILLAS, a decentralized body acting in the scope of the MINISTRY OF AGRICULTURE, LIVESTOCK AND FISHERIES, regulates the conditions of production, dissemination, handling and conditioning of the organs of propagation of this species in order to allow the traceability of products vegetables.
That by Joint Resolution N ° RESFC-2021-5-APN-MS of April 28, 2021 of the MINISTRY OF HEALTH and the aforementioned NATIONAL INSTITUTE OF SEEDS, the registration of cultivars of the Cannabis sativa L. species is authorized before the National Registry of Cultivars and / or the National Registry of the Property of Cultivars of the aforementioned NATIONAL INSTITUTE OF SEEDS, in order to obtain national germplasm for the uses allowed by Law No. 27,350 and its Regulatory Decree No. 883 of November 11, 2020.
That through Resolution No. RESOL 2021-288-APN-INASE # MAGYP of June 11, 2021 of the aforementioned NATIONAL SEED INSTITUTE, the Cannabis Consultative Commission (CCC) of the aforementioned National Institute was created, made up of universities and other scientific institutions technologies with research work on issues related to seed genetics.
That the cultivation of Cannabis sativa L. can stand out for its high environmental adaptability, becoming a potential crop for regional development and the reconversion of productive sectors, especially of small and medium producers and farmers of family, peasant and indigenous agriculture.
That the development of a crop that has not been produced in the ARGENTINE REPUBLIC since 1971, the year in which it was prohibited by Decree-Law No. 21,671, has resulted in the non-existence of registered and / or certified genetics in the country, that is necessary and is the fundamental basis of the development of the related agro-industry.
That the actions of survey and characterization of the existing genetics in the country, as well as its registration, and analysis of the capacities and / or qualities of the identified seeds, is a research work whose development may take a reasonable time, and it is advisable to start , as soon as possible, the tasks related to its fulfillment.
That for all the foregoing, it is necessary to entrust the aforementioned NATIONAL SEED INSTITUTE with the development of the actions identified in the preceding recital.
That the General Directorate of Legal Affairs of the MINISTRY OF AGRICULTURE, LIVESTOCK AND FISHERIES has taken the intervention of its competence.
That this measure is issued by virtue of the provisions of the Law of Ministries (text ordered by Decree No. 438/92) and its amendments.
Thus,
THE MINISTER OF AGRICULTURE, LIVESTOCK AND FISHERIES
RESOLVES:
ARTICLE 1. The NATIONAL INSTITUTE OF SEEDS (INASE), a decentralized body within the orbit of the MINISTRY OF AGRICULTURE, LIVESTOCK AND FISHERIES, is entrusted with the development of the necessary actions to carry out a survey of the national genetics of the Cannabis sativa L. species, aimed at its identification and characterization and its possible registration, if applicable, for the reasons set forth in the recitals of this resolution.
ARTICLE 2. Within the framework of the actions that must be developed in accordance with Article 1 of this resolution, the aforementioned NATIONAL SEED INSTITUTE is authorized to sign agreements with technological and research organizations for the evaluation of the qualities of the identified seeds.
ARTICLE 3. Communicate, publish, give it to the NATIONAL ADDRESS OF THE OFFICIAL REGISTRY and file.
