Division Responsibilities
The Regulatory Practice and Support Division is part of the Health Products Regulation
Group. The division provides operational regulatory policy advice and specific support
services that ensure efficient, best practice regulatory operations.
Branch Responsibilities
The Regulatory Services and Drug Control Branch (RSDCB) is a diverse branch that:
- regulates the Medical Cannabis Scheme under the ND Act;
- regulates and provides advice on the import, export and manufacture of controlled
drugs;
- undertakes activity-based pricing, regulatory billing and industry assistance, drives
project and change management, manages regulatory decision reviews, and
provides regulatory information assistance.
Section Responsibilities
The Medicinal Cannabis Section (MCS) is responsible for the regulation of the Medicinal
Cannabis Scheme, which provides a licence and permit framework for the cultivation and
production of cannabis for medicinal purposes or research related to medicinal cannabis.
This includes the assessment of applications for cannabis licences or permits and making
decisions to grant such licences.
As the industry is maturing, MCS is developing its compliance team that undertakes
monitoring and compliance activities, including inspections, to ensure licence holders are in
compliance with the associated legislation. MCS engages with state and territory authorities
also engaged in the regulation of medicinal cannabis by chairing the Law Enforcement
Working Group and the Cultivation and Production Working Group.
Key Responsibilities
• Analyse routine information presented as part of licence and permit applications to
determine if applicants have met requirements and are suitable to hold licences
and/or permits under the ND Act.
- Liaise with licence and permit holders to clarify requirements and design licences
and permits under the ND Act that both satisfy regulatory requirements and support
business needs.
- Respond to public and industry queries about the medicinal cannabis regulatory
framework via phone and email.
- Resolve routine queries or other matters related to regulated entities
- Prepare formal permit and licence documents and detailed recommendations to the
Delegate setting out reasons for decision under the ND Act, often under tight
timeframes.
- Manage a case load both autonomously and as part of a team.
