Cannabis laws in Panama

Panama is a Central American country known for its rich biodiversity, vibrant culture, and stunning beaches. However, when it comes to cannabis laws, the situation in Panama is complex. 

As of March 2023, cannabis is illegal for both recreational and medicinal purposes in Panama. The possession, cultivation, sale, and trafficking of cannabis are all illegal and punishable by law.

Under Panama’s drug laws, possession of cannabis carries a penalty of up to two years in prison or community service, depending on the quantity. Cultivation, sale, and trafficking carry much harsher penalties, with maximum penalties of up to 15 years in prison.

Medical cannabis in Panama

Medical cannabis is not legal in Panama. While there have been some efforts to legalize medical cannabis, including proposed legislation in 2021, there is currently no legal framework for medical cannabis in Panama.

There have been calls for the legalization of cannabis for both medical and recreational use in Panama, particularly in the wake of the COVID-19 pandemic and its impact on the economy. However, the government has not shown any indication of liberalizing its cannabis laws beyond discussions on medical cannabis.
