The OPS Section will implement Ballot Measure 109, which was passed in November 2020 and directs the Oregon Health Authority to license and regulate the manufacturing, transportation, delivery, sale, and purchase of psilocybin products and the provision of psilocybin services.

The Oregon Health Authority (OHA), Public Health Division (PHD), Oregon Psilocybin Services (OPS) in Portland, OR is recruiting for an Oregon Psilocybin Services Tracking Systems Analyst to provide cross-cutting analytical support for the Oregon Psilocybin Services licensing and compliance programs.
Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, there are many times that the work will need to be conducted at the primary work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time due to the needs of the business.

What will you do?
As the Oregon Psilocybin Services Tracking Systems Analyst, you will perform the following duties:
- Perform operational policy analysis, budget monitoring and tracking, and fiscal analysis.
- Evaluate licensing and compliance program systems, policies, and operations.
- Research and recommend systems, policies, and operations.
- Design and plan improvements in operational effectiveness through project management.
- Track the legislative process and draft administrative rules to implement legislation related to licensing and compliance programs.
- Collaborate with other state agencies, governmental organizations, community organizations, private businesses, and the regulatory community on education and training for public health and safety purposes and to work toward consensus on acceptable practices, standards, operational procedures, and use of resources.

What are we looking for?
Minimum Requirements
A bachelor’s degree in public health or other health related degree AND two years of experience coordinating or administering a program related to public health;
OR
A master’s degree in public health or other health related degree AND one year of experience coordinating or administering a program related to public health;
OR
Any combination of experience or education equivalent to five years of experience coordinating or administering a public health program.

- Experience writing clear and concise technical documents to compose direct narratives and data reports.
- Experience promoting a culturally competent and diverse work environment.
- Proficient in Word, Excel, PowerPoint, SharePoint, Outlook, Teams, and compliance systems tracking and development.
