    If approved, your healthcare provider will submit your recommendation details directly to the Medicinal Cannabis Regulatory Board (MCRB) and upload a copy to your Leafwell account within 48 business hours.

    From there, you must complete an online application for an Adult Patient (Paciente Adulto) card and pay the $25 fee. If you’re a military veteran, you qualify for a reduced fee by submitting a valid D-14 Form.

    Applications are reviewed within 15 days.

    Puerto Rico residents with a qualifying medical condition can apply for a medical marijuana card. You must be at least 21 years old and a legal resident of Puerto Rico.

    Yes, minors in Puerto Rico may be eligible for a medical marijuana card. However, they’ll require a parent, guardian, or caregiver to represent them during the application process.

    The parent or caregiver will also be responsible for purchasing any medical cannabis and providing it to the minor in their care.

    Please note: The Puerto Rico medical marijuana program refers to caregivers as “authorized companions.” They must be at least 21 years old.

    Medical Marijuana Recommendation

  • Before You Start: What You’ll Need

  • Complete Application: Log into the Puerto Rico government website to complete your medical card application.
  • Pay the Fee: Puerto Rico charges a $25 medical marijuana application fee.
  • Download Your License: Once approved, you will receive a PIN voucher. Enter your PIN and download your license.

How to Renew Your Card

Sign in or register as a renewal patient if you’re new to Leafwell, and speak to a medical marijuana doctor to renew your PR card. Once your renewal is approved it takes about two weeks until you will receive your renewal voucher (aka medical card) from the government of Puerto Rico to download.

Medical Marijuana Laws: Medical cannabis became legal in Puerto Rico in 2015. Since then, Puerto Rico fleshed out its medical marijuana program, which allows medical cannabis patients to purchase up to a 30-day supply of cannabis.

Due to medical cannabis reciprocity laws, cardholders from the U.S. may be able to purchase cannabis from Puerto Rican dispensaries. Furthermore, Puerto Rico cardholders may be able to buy medical cannabis from certain U.S. states with reciprocity laws enacted.

No Smoking Cannabis Flowers: Smoking marijuana is banned, but edibles and concentrates are legal with a medical card.

Recreational Use is Illegal: The recreational use, distribution, and possession of cannabis are still banned. The law also prohibits the use of cannabis near nurseries, schools, parks, hospitals, and federal buildings.

Caregivers

Adult medical cannabis patients can designate a caregiver, called an “authorized companion” in Puerto Rico. Minor patients will require a parent or legal guardian’s consent.

Caregiver (Authorized Companion) Requirements:

  • At least 21 years old and a resident of Puerto Rico.
  • A valid form of ID (driver’s license or passport).
  • Caregiver’s Certification of Criminal Records expedited by the Puerto Rico police department (no longer than three months old).
  • Caregivers can also be patients.

Caregiver (Authorized Companion) Registration Process:

  • The medical cannabis patient will need to submit their application as usual. There is an Authorized Companion ID Card (Identificación de Acompañante Autorizado).
  • The caregiver will then need to create an application as a caregiver. They will need the patient’s social security number to link their account to the patient’s.
  • They will be able to see the patient’s information.
  • Puerto Rico has a fee of $44.95 for authorized companion applications.

Reciprocity

Puerto Rico’s medical marijuana program recognizes and accepts medical cannabis cards from other U.S. states and territories, known as reciprocity. Visitors who would like to purchase medical cannabis can also apply for a card.

How much does a Puerto Rico medical marijuana certificate and card cost?

An online consultation for a Puerto Rico medicinal cannabis card costs $99 and includes a 1-year certification. You’ll only be charged if approved. Plus, now you can sign up with a friend and each save 10% on your consultation.

Patients will also pay a separate $25 application fee to the Puerto Rico Department of Health.

How old do I have to be to apply for a medical marijuana card in Puerto Rico?

Adults 21 and older may apply for a medical marijuana card in Puerto Rico.

Puerto Rico residents under 21 may apply for a card with an approved caregiver (aka adult companion).

Caregivers (aka adult companions) must be at least 21 years old.

Can I be/have a caregiver for a medical marijuana patient in Puerto Rico?

Yes, the Puerto Rico medical marijuana program allows for caregivers, but they are called Authorized Companions instead of caregivers.

Caregivers of children under 18 may access medical cannabis in Puerto Rico for their children as long as both parents or guardians are in agreement.

Caregiver Requirements:

  • At least 21 years old and a resident of Puerto Rico.
  • A valid form of ID (driver’s license, passport, or out-of-state card).
  • Caregiver’s Certification of Criminal Records expedited by the PR police department (no longer than 3 months).
  • Caregivers can also be patients. They can possess the permitted amount to use and must separate each patient’s amount/product.
  • $44.95 nonrefundable fee.

Here’s how the caregiver process works:

  1. The patient will need to submit their state application (Paciente Adulto) first.
    1. If the patient is a minor, complete a Paciente Mendor de Edad application.
      1. The parent must provide a valid form of ID for the minor (birth certificate or passport) and themselves. If the parent is a minor, they have to provide a copy of a marriage certificate or proof of emancipation; otherwise, they cannot become a caregiver.
      2. The parent or legal guardian must also provide a written statement that explains the reason(s) why the minor needs medical cannabis and two recommendation letters from two different medical providers. At this time, Leafwell can only provide one of the two recommendations needed to apply.
  2. Once the patient’s application has been submitted, the caregiver must complete a caregiver application (Licencia Acompañante). The caregiver will need the patient’s SSN to link their account to the patient’s.
  3. When the caregiver’s application is approved, they will receive an Authorized Companion ID Card (Identificación de Acompañante Autorizado).

How do I apply for the cannabis program in Puerto Rico?

Getting Your Puerto Rico Medical Marijuana Card

  1. Go to the state website: https://licenciacannabis.salud.pr.gov.
  2. Click on Solicite su licencia (Apply for your license) and complete the registration form to create your account. You can log back into your account here if needed.
  3. Click on Comenzar Solicitud (Start application).
  4. Next, choose your application type (Paciente Adulto) from the drop-down box and click Continuar (Continue).
  5. A small pop-up saying ¿Desea crear una neuva solicitud? (Do you want to create a new application?) will appear. Click Ok to create a new application.
  6. You will match your Social Security number (SSN) to the certificate submitted by the Leafwell physician to confirm that you’ve seen a healthcare provider.
  7. Read and agree to the privacy policy.
  8. Upload a 2×2 passport-sized/style photo and a valid form of ID.
  9. Pay the $25 application fee.
  10. The state takes 15 days to review applications. You will receive a notification on the state platform when your application is approved. At that time, you can then download your “voucher” (aka medical card) by clicking Descargue su licencia (Download your license).

Please note: The state website may not be compatible with smartphones. We recommend completing the application on a different device (computer, laptop, tablet) if possible. If you only have access to a smartphone, complete the application by viewing it in landscape mode.
