Summary:

Provide comprehensive recommendations to the Vice President of Compliance on matters affecting credit union policy and operating procedures, including vendor management, power of attorney documentation, trust agreements and guardianships, HMDA, and proactively monitor, research and analyze compliance trends and regulations within the financial services industry. Especially, deposit, IRA, and branch network functions. Including matters related to or affecting: Electronic Fund Transfer Act (Regulation E), Equal Credit Opportunity Act (Regulation B), Service members Civil Relief Act, Fair Credit Reporting Act, Truth in Lending Act (Regulation Z),

Gramm-Leach-Bliley Act, Fair Debt Collections Practices Act (FDCPA), TILA RESPA Integrated Disclosure Rule (TRID), Home Mortgage Disclosure Act (HMDA), Real Estate Settlement Procedure Act (RESPA), and regulatory expectations regarding unfair, deceptive, or abusive acts or practices. Assist with the preparation for and coordination of audits and examinations performed by third parties. Complete internal compliance audits as required. This position involves working closely with the Vice President of Compliance daily and providing support.

E*SSENTIAL D*UTIESAND RESPONSIBILITIES:

· Review and approve legal items: Complete document reviews for power of attorney, trust agreements and guardianships for proper completion of the document, authorities and usage on depository accounts.

· Complete OFAC, KYC and Business Membership activities: Complete the clearing of OFAC and 314a reviews daily, conduct new business membership reviews and cannabis monitoring weekly.

· Complete Help Desk/Email Request: Monitor the help desk hourly to address branch questions and compliance items requiring research, review and approval.

· Manage Vendor Management Program: Maintain the vendor management data base for up to date information, completion of vendor reviews and provide support to the Vendor Management committee.

· Conduct Compliance Audits: Execute audits on high risk and regulatory areas of a financial institution including depository, lending, collections and call center functions. Work closely with the Vice President of Compliance on documentation of the oversight program, determine areas to be selected for audits and research, prepare and schedule audits accordingly. Analyze the results and document recommendations for correcting or enhancing compliance requirements. Communicate with department managers to ensure corrective actions have been completed and follow-up procedures have been implemented. Analyze and critique proposed regulations.

· Provide day-to-day compliance support: Answer compliance or policy questions from all areas of the credit union especially the branch network on depository related concerns, power of attorney questions, trust accounts and guardianship reviews, depository transaction questions, new account opening and business ownership, existing products and services, and new guidance. Including functions such as: Know your Customer (KYC), Currency Transaction Reports (CTR), Suspicious Activity Reports (SAR), Transaction Monitoring, 314a, OFAC, business ownership, Vendor Management, new business membership investigations, and cannabis monitoring. Contact various regulatory agencies and attorneys based on request from the Vice President of Compliance and business requirements. Use compliance library and outside resources for research and analyses, prepare and forward answers via help desk or memo to requesting party.

· Analyze information and make recommendations: Monitor current policy and procedures of Credit Union, recommending changes needed to comply with regulations or to implement compliance for new regulations. Maintain current compliance library and cross reference file for easy retrieval of information.

· Provide organizational support: Provide input and support for the development of new products and services by locating, researching and analyzing necessary information and data. Obtain necessary attorney opinion to validate recommendations. Prepare recommendations for actions to inaugurate new projects.

· Implement AML Compliance Management: Provide support to the BSA Specialist for AML compliance questions and transaction monitoring review support. Assist with the development of a BSA Business protocol and conduct Business Relationship AML reviews.

· Remain Current In Knowledge: Remain current and be knowledgeable of all aspects of rules, regulations, and the Federal Credit Union Act, NCUA standards, bylaws, the Federal Reserve regulations, Consumer Financial Protection Bureau and other regulations.

· Compliance Management Program: Assist in the development, implementation and maintenance of our Compliance Management Program.

Qualifications:

Education: Bachelor’s degree preferred or additional specialized course/training such as Certification in the following Certified Bank Compliance Officer (CBCO), Certified Regulatory Compliance Manager (CRCM), or Certified Regulatory and Compliance Professional (CRCP) a plus.

Experience: Four to seven years of previous direct financial industry compliance experience

Knowledge, Skills, and Abilities: Sound knowledge and understanding of related regulation areas. In-depth knowledge of financial institution rules and regulations; strong experience with POA, Trust, Guardianships, OFAC and BSA; human relations, written and oral communications and organization skills; computer competencies such as excel, and word are essential, ability to work independently with a high level of initiative, and to research, and problem solve. Strong decision making, analytical and investigative abilities with attention to detail, accuracy and consistency.
