Candidates must have a Bachelor’s degree.

Preferred candidates will have seven years prior experience in a policy-related management role; experience with professional exposure to the cannabis industry or policy issues related to public health and safety; experience with a strong analytical background and experience working with large data sets. Preferred candidates will also demonstrate commitment to public health, social justice, leadership skills, sound judgment, strong oral and written skills, and experience and willingness to collaborate with people who have diverse backgrounds, experiences, and roles in local and state affairs. Understanding of New York State government, geography and culture encouraged.

Duties DescriptionUnder the direction of the Executive Director, the incumbent of this position will direct and oversee the Policy Division within the Office of Cannabis Management responsible for the public health and public safety research, analysis, and development of policy recommendations, for the medical, cannabinoid hemp and adult-use cannabis programs. The Policy Director will also oversee the development and implementation of the Office’s public health educational campaign as well as the monitoring, surveillance, and reporting on key metrics related to the impacts of cannabis legalization.

Duties include, but are not limited to:

• Oversee the data analysis and evaluation of programs, policies, and initiatives for the Office.
• Manage the strategic planning, implementation, and evaluation of the Office’s policy initiatives and serve as a senior advisor to Executive Staff.
• Manage the interagency collaboration process for both data collection, analysis and public health education.
• Direct the evaluation of the impact of cannabis legalization using key indicators across a variety of sub-populations and metrics.
• Oversee the development and implementation of the Office’s public health education campaign, coordinating with appropriate state agencies and local partners.
• Oversee the development and implementation of the state cannabis surveillance plan monitoring the impact of adult-use cannabis legalization on relevant public health and safety indicators and using that data to modify regulatory approaches.
• Finalize cannabis materials, reports and research submitted by staff identifying economic development, public health and public safety issues related to cannabis legalization.
• Review, approve, and present opinion positions and recommended policy initiatives and alternatives for use by Office of Cannabis Management Executive Staff.
• Advise Executive Staff on the impact of state and federal policies on public health and safety indicators, program metrics and economic development projects.
• Oversee and direct the design of public health and safety and economic studies comparing related study outcomes, and review and compare studies to advise of potential public health, public safety, and economic impacts.
• Review reports, memorandum, and policy position papers designated for release to the public and key stakeholders.
• Monitor cannabis policy initiatives and projects influencing the state and national economies, public health, and safety metrics.
• Evaluate and research new and existing cannabis programs and projects.
• Collaborate with staff and stakeholders to identify State regulatory actions that may impact cannabis business activities and vulnerable populations such as youth and pregnant and breastfeeding women.
• Prepare status reports on research assignments for submission and presentation to the Office of Cannabis Management Executive Staff.
• Keep abreast of regulatory activities of partnerships which directly affect public health and safety indicators.
• Research, interpret, and analyze pending legislation, laws, policies and administrative guidelines, or case law, focusing on the effects of legislative enactments, issues, other rules and regulations affecting the administration, program operations or service delivery.
• Use scientifically and epidemiologically valid methods and standards for policy development.

Additional CommentsWork location and telecommuting opportunities to be discussed at interview. All Office of Cannabis Management (OCM) employees are required to be tested weekly for COVID-19 unless they are fully vaccinated. Employees who are vaccinated must provide proof of vaccine status through a secure online portal. Salary will be commensurate with experience. Positions located in NYC will receive an annual downstate adjustment payment of $3,026 in addition to the regular salary.
